Although our articles cover validation extensively, let’s redefine it. According to ASQA, validation is a quality review of the assessment process.
Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.
Clause 1.8 of the 2015 SRTOs indicates that RTOs need to ensure their assessment systems, including RPL, are compliant with training package requirements and conducted in accordance with the Principles of Assessment and Rules of Evidence.
According to the standards, two types of validation must be conducted.
The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.
The following validation type ensures that assessments follow the principles of assessment and rules of evidence.
This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.

As we mentioned earlier and in our past blogs, validation consists of two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, also called pre-assessment validation, pertains to ensuring all unit requirements are addressed, as outlined in the first part of the clause, ensuring total workbook compliance.
Conversely, post-assessment validation focuses on the implementation side, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

How to Properly Conduct Assessment Tool Validation
After reviewing the two types of validation, let’s explore the specifics of assessment tool validation.
Best Times to Conduct Assessment Tool Validation
Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.
You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.
Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:
- resources are updated
- new training products are added to your scope
- course gets reviewed against training product updates
- learning resources are identified as a risk during your risk assessment
ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.

Do not forget, this validation ensures compliance of all learning resources before they are used. All RTOs must validate resources for each unit.
What You Need for Assessment Tool Validation
Study Resources
Given that you are conducting assessment tool validation, you will need the full array of your learning resources:
Mapping tool – the initial document to investigate. It identifies which assessment items address unit requirements, helping speed up validation.
Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – may consist of checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they suit the assessment task and address unit requirements.
Validation Committee
Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.
Your validation panel must, as a group, possess:
Relevant vocational competencies and industry skills for the unit being validated
Current expertise and skills in vocational teaching and learning
Any one of these training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or an equivalent successor

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Assessment Basic Principles
Fairness – Does the assessment provide equal opportunity and access to all participants?
Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment produce consistent results every time, regardless of who conducts the training? Will different assessors make the same decision on skill competence?
Basic Rules of here Evidence
Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?
Authenticity – Is the assessment tool confirming that the work is the candidate’s own?
Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?
Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To avoid using learning resources that do not address all unit requirements, ensure you follow these guidelines:
Live Up to Your Words
Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
nappy change
prepare bottles, feed babies from bottles, and clean equipment
prepare solid food and feed babies
respond suitably to baby signs and cues
prepare and settle babies for rest
monitor and foster physical exploration and gross motor skills appropriate for the age
Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent
Observe the lists. As mentioned above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions do not confuse students or assessors. For example:
What kind of information can be included in a work package?

Answers might include:
Required materials
Appropriate costs
Time allocated for activities
Assigned functions and responsibilities
When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.
This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:
Name a hazard and/or environmental concern in the workplace and choose the most effective hazard control hierarchy.
Answers might include, but are not limited to:
Weather conditions – work area isolation, engineering, PPE
Work area and ground conditions – elimination, isolation, use of engineering controls
People – isolation, engineering, administrative controls
Structural hazards – substituting, isolation, use of engineering controls
Chemical hazards – isolating, use of engineering controls, administrative controls
Equipment or machinery – isolating, use of engineering controls, administrative controls
Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.
Given these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” But these guarantees require waiting for an audit before rectifying noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
